On top of the assessable value, imports generally attract customs duty, sales tax (currently around 18%) and withholding income tax at the rates in the FBR tariff and annual finance act; the exact duty stack for PCT 4803.0000 (including any regulatory duty) should be confirmed in WeBOC before booking. Industrial and commercial importers may be subject to different withholding rates. Declared values higher than the ruling values are applied as filed.
Most tissue parent reels enter through the Karachi ports — Karachi International Container Terminal (KICT), Pakistan International Container Terminal (PICT) or Port Muhammad Bin Qasim — and are cleared electronically via WeBOC. The importer or customs broker files a Goods Declaration (GD) with:
NTN (National Tax Number) and STR registration;
Commercial invoice and packing list;
